- Although much of the work is administrative these individuals need enough HR knowledge to make informed decisions rather than simply performing data entry.

- Broad HR knowledge (“jack of all trades”)
- HR Shared Services–type experience
- Comfort with HR systems and data
- Enough business acumen to make judgment calls
