Job Description
Our client is modernizing its healthcare interoperability program to meet new federal data-exchange mandates, and is looking for a Lead Interface & Interoperability Analyst to take technical ownership of that work. You'll manage and optimize a complex portfolio of HL7 and FHIR-based interfaces built on Infor Cloverleaf and MarkLogic, lead compliance work for CMS's Patient Access, Provider Directory, Provider Access, Payer-to-Payer, and Prior Authorization APIs, and help plan a migration of the Cloverleaf integration engine to new infrastructure. You'll also lead a small team of interoperability contractors and act as the primary technical liaison to IT leadership — senior, highly visible technical leadership on live federal compliance work, not routine interface maintenance.
Responsibilities
- Manage, monitor, and maintain HL7 and FHIR-based healthcare interfaces, ensuring availability, accuracy, and reliable data exchange
- Oversee the Infor Cloverleaf integration engine, including interface configuration, message routing, transformation, error handling, and performance tuning
- Triage and resolve interface failures, message errors, and data exchange issues, coordinating with external trading partners (MCOs, providers, payers, and agencies) as needed
- Support compliance with CMS-9115-F and CMS-0057-F interoperability rules, including FHIR API implementation, testing, validation, and go-live support across Patient Access, Provider Directory, Provider Access, Payer-to-Payer, and Prior Authorization APIs
- Conduct a current-state assessment of existing interfaces and lead a structured process-improvement effort to close gaps and improve reliability and performance
- Develop and maintain interface specifications, data flow diagrams, mapping documents, SOPs, and runbooks
- Implement and govern document management practices (version control, access, retention) for interoperability and compliance documentation
- Plan and execute the Cloverleaf configuration migration to new infrastructure, including validation testing and post-migration verification
- Lead and direct a small team of interoperability contractors — assigning work, reviewing deliverables, and providing technical direction
- Serve as the primary technical liaison between the interoperability function and IT leadership, including status reporting and participation in compliance reviews
Qualifications
- 10+ years of progressive healthcare IT experience with hands-on HL7 and/or FHIR-based interface work
- Hands-on experience with a healthcare integration engine (Infor Cloverleaf, Rhapsody, MuleSoft, InterSystems, or similar)
- Strong knowledge of healthcare data standards: HL7 v2.x, HL7 FHIR R4, CDA, CCDA, X12, and USCDI data elements
- Experience with healthcare interoperability in a Medicaid, managed care, hospital/health system, or EHR environment, including EHR interfaces and clinical data exchange
- Experience implementing and governing document management systems
- Experience leading or supervising technical teams or contractors, including work assignment and quality review
- Strong understanding of HIPAA Privacy and Security Rule requirements as they apply to healthcare data exchange
- Experience with interface documentation and data flow mapping
- Strong written and verbal communication skills, including presenting findings to IT leadership
- Master's degree in Information Technology, Health Informatics, or a related field
- Must be able to pass a background investigation prior to starting
- Willingness to complete required security awareness training and sign a confidentiality agreement (NDA)
Preferred
- Experience in state or federal government IT, ideally within a Medicaid, healthcare, or human services agency
- Direct experience supporting CMS-9115-F and CMS-0057-F mandates, including FHIR API implementation and compliance documentation
- Experience with Infor Cloverleaf configuration, administration, and environment migration
- Experience with MarkLogic or a similar NoSQL database in a healthcare data context
- Experience with FHIR API development or testing, including US Core and Da Vinci Implementation Guides
- Experience with SMART on FHIR and OAuth 2.0 authentication frameworks
- HL7 certification or equivalent industry credential
- Experience with AWS in a healthcare or government context
- PMP or similar project management certification
- Experience with CMS ARC-AMPE security requirements
