Summary

The client is seeking a Program Coordinator Facilitator to assist the Office of Primary Care and Rural Health (OPCRH) program by performing the most complex administrative and supportive tasks involved in the implementation, administration, and planning of the Rural Training Sites and Residency Support Program, which aims to increase clinical training capacity across outpatient primary care, behavioral health, and dental practices serving rural communities.

Responsibilities
  • To study and analyze operational procedures and prepare detailed and comprehensive reports of findings and recommendations.
  • Assists with developing and executing program implementation plans and timelines; supporting procurement and implementation of incentive programs, mentorship, continuing education, and clinical placement systems; program budgeting; and overall program management and evaluation.
  • Assists with implementing federal and state legislation and guidance related to the healthcare workforce, including interpreting provisions and assessing implications for program financing, implementation, and development of new programs.
  • Assists with the administration of programs, services, activities, and projects within the OPCRH, including coordination with existing healthcare workforce programs and identification of opportunities to strengthen the alignment and integration of statewide health workforce planning efforts across state programs.
  • Assists with expanding rural clinical training slots and field experiences for medical, dental, and behavioral health trainees.
  • Assists with verbal and written communication and coordination among multiple units within the Department, state leaders, healthcare professionals and executives, academic institutions, training sites, residency programs, and community partners regarding program administration and implementation.
  • Assists with the research, design, and administration of program application systems, application review criteria, funding methodologies, contracts, and agreements with participating training sites and partners.
  • Assists with reviewing program applications, readiness plans, budgets, supporting documentation, invoices, performance reports, and other materials submitted by participating training sites and partner organizations.
  • Assists with coordinating technical assistance and ongoing communication with participating training sites, academic institutions, residency programs, and other partners to support successful program implementation and compliance with program requirements.
  • Identifies opportunities to improve data collection, reporting, workflow, program operations, and other processes.
  • Assists with the collection, management, integration, validation, and analysis of program and healthcare workforce data, including baseline clinical training capacity, trainee placements, training slot expansion, geographic distribution, and other program performance measures.
  • Assists with developing and maintaining REDCap databases, data dictionaries, reporting tools, tracking systems, and standardized data collection processes, including linking databases and datasets where appropriate.
  • Conducts quantitative and qualitative analyses to identify trends, assess clinical training capacity expansion, measure progress toward program goals, identify implementation challenges, and support data-informed program decisions.
  • Assists with developing, monitoring, and reporting key performance indicators, performance measures, and program outcomes for Department leadership, state and federal partners, participating organizations, and other stakeholders.
  • Conducts data quality assurance activities, including reviewing submitted data for completeness, accuracy, consistency, and duplication; performing routine data validation; and coordinating with participating organizations to resolve data discrepancies.
  • Assists with preparing data summaries, reports, dashboards, presentations, maps, charts, and other visual products used to communicate program implementation, healthcare workforce trends, geographic distribution, investments, clinical training expansion, and program outcomes.
  • Works closely with the GIS Manager assigned to the Rural Health Transformation Program (RHTP) to incorporate GIS, mapping, and geographic data visualization into program monitoring, evaluation, reporting, and communications.
  • Assists with researching healthcare workforce trends, clinical training capacity, rural workforce needs, and evidence-based practices and programs in Rhode Island and nationally to support program planning and continuous improvement.
  • Assists with monitoring participating organizations' progress toward established clinical training capacity goals, program deliverables, reporting requirements, budgets, and other contractual requirements.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities
  • Knowledge of public health, healthcare workforce development, program evaluation, health services research, or a related field.
  • Proficiency with Microsoft Excel and experience analyzing, organizing, and presenting.
  • Strong organizational and project coordination skills, including the ability to manage multiple assignments, timelines, deliverables, and stakeholder requests.
  • Strong written and verbal communication skills and the ability to work collaboratively with healthcare providers, academic institutions, state agencies, community organizations, and other partners.
  • Ability to translate data and analytical findings into clear reports, presentations, dashboards, maps, visualizations, and recommendations for program staff, leadership, and external stakeholders.
  • Knowledge of data quality assurance, data cleaning, validation, and standardized data collection practices.
  • Ability to use data visualization and geographic information to communicate program implementation and outcomes, including where investments are being made, where training capacity is expanding, which populations and communities are being reached, and how the program is strengthening Rhode Island's rural healthcare workforce pipeline.
  • Ability to conduct literature reviews, environmental scans, and research related to healthcare workforce needs, clinical training capacity, rural health, and evidence-based practices.

Education and Experience
  • Bachelor’s degree
  • A through knowledge and experience with public health programs, grants, contracts, healthcare workforce initiatives, or government programs is preferred.
  • Experience with quantitative and qualitative data collection, management, validation, analysis, and interpretation.
  • Experience developing and monitoring program performance measures, key performance indicators, and outcome measures.
  • Experience with Redcap or similar data collection and database management systems.
  • Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
