General Statement of Duties:
Serve as contract administrator for the Rural Health Transformation Project's Health IT initiative, specifically overseeing the client contract for the Rural Health Information Technology Fund (“HIT Fund”) administrator. This contract will issue more than $10M per year in funds to rural providers for support in health IT infrastructure, utilizing a scored application process alongside coordinated technical assistance. The selected candidate will be responsible for ensuring fiscal compliance for CMS grants in all areas and the vendor's adherence to scope of work requirements.
Supervision:
Work under the direction and guidance of the State Health IT Coordinator and/or other senior program and policy leadership with considerable latitude for the exercise of initiative and independent judgment in the utilization for professional standards and techniques.
Supervision Exercised:
No direct personnel supervised. Oversight of high-value contract, ensuring milestones and deliverables are produced professionally and in a timely manner.
SCOPE OF WORK
The HIT Fund will operate through three structured subaward categories: 1) equipment for currently billable services, 2) achievable and targeted software upgrades aligned with CMS Interoperability Framework goals, and 3) innovation and AI tools that do not otherwise fit with the other categories.
- For equipment grants, providers may request telehealth equipment, remote monitoring devices, or rated solutions tied to billable services and aligned with State-defined clinical priorities.
- For software-upgrade grants, funds will support enhancement to existing systems – not full conversions – such as population health modules, patient management applications, or other features that promote Interoperability Framework goals, with expectations for disbursement based on meeting implementation milestones.
- For innovation and AI grants, providers will propose concrete, evidence-supported tools such as scribe software or clinical-decision support modules with clearly defined outcomes that they will report back to the selected vendor and subsequently the State.
Responsibilities for this position shall include:
- Active monitoring of the contract issued to the selected HIT Fund administrator, ensuring adherence to timeline and contract terms for key milestones and deliverables
- Process invoices and monitor all expenses for compliance with CMS grant requirements
- Review provider applications to the fund for appropriateness and non-duplication across other RHTP programs
- Serve as a member of internal RHTP teams for coordination
- Facilitate internal and external communications as necessary to disseminate opportunities to make use of the HIT Fund
- Provide high-level subject matter knowledge in applications of health information technology suitable for rural health providers, and associated implementation strategies
- Collect and monitor outcomes data reporting from HIT Fund administrator and fund awardees
Required Qualifications for Appointment
Knowledge, Skills, and Capacity :
- Experienced in healthcare administration
- Experienced in fiscal management and invoice review of large dollar values
- Able to coordinate numerous documentation requirements

- Stakeholder communication and facilitation
- Comfortable with key health IT concepts
- Knowledgeable about the concerns of rural residents and healthcare providers
Education and Experience
- Education: Such as may have been gained through: Possession of a Bachelor’s degree from a college of recognized standing with specialization in a relevant field of Health Policy, Public Policy, Healthcare Administration, Finance, a licensed health profession, or a closely related field; and
- Experience: Such as may have been gained through considerable employment in a professional position with responsibilities related to contract oversight, fiscal management, health policy, public health, public administration, program administration, or other relevant experience.
