General Statement of Duties:

Serve as project manager for the Rural Health Transformation Project's Health IT initiative, specifically overseeing the planning and implementation of a State-sponsored Electronic Health Record solution. This position will be responsible for coordinating all contracted vendor activities for this project to a high degree of technical complexity.

Supervision:
Work under the direction and guidance of the State Health IT Coordinator and/or other senior program and policy leadership with considerable latitude for the exercise of initiative and independent judgment in the utilization for professional standards and techniques. 

Supervision Exercised:
No direct personnel supervised. Oversight of high-value contracts, ensuring milestones and deliverables are produced professionally and in a timely manner.

Scope of Work
  • A cornerstone of the Rural Health Transformation Project will be a state-sponsored electronic health record (EHR) solution option that meets the needs of rural providers. By aggregating demand across multiple rural practices, the State can negotiate substantially reduced per-user costs, leveraging volume discounts unavailable to individual practices.
  • This model is widely utilized by large health systems and health center associations to drive down costs for smaller, associated and independent practices, and the State is positioned to mimic this model to great effect, creating efficiencies through voluntary participation in a centralized software solution.
  • The State – or a contracted vendor – would be responsible for the complex technical and compliance aspects of EHR selection, contracting, and ongoing management. This includes ensuring the system meets all federal meaningful use requirements, HIPAA security standards, and state-specific reporting mandates.
  • The system will be pre-configured with necessary reporting feeds to the RI Department of Health, participating health plans, and the State’s Health Information Exchange.
  • Given the complexity of any EHR implementation and the complexity of the necessary legal framework and financial sustainability structure for this particular program, the State intends to conduct a year-long planning process in advance of pursuing any software implementation.
  • The State is engaging the designated Regional Health Information Organization (RHIO), CRISP Shared Services, to assist in rapidly planning the procurement and implementation of this solution.
  • The selected candidate will be responsible for project management of the RHIO completing requirements gathering, conducting landscape assessments and gap analyses, and providing a market overview for the State-Sponsored EHR. After this planning process and subsequent procurement of the EHR platform and implementation partner, the candidate will project manage the implementation process across voluntarily participating rural health providers in Rhode Island.

Responsibilities for this position shall include:
  • Active monitoring of contracts issued pertaining to EHR planning and implementation, ensuring adherence to timeline and contract terms for key milestones and deliverables
  • Complex cross-vendor and multi-stakeholder portfolio level management
  • Serve as a member of internal RHTP teams for coordination
  • Facilitate internal and external communications as necessary to disseminate opportunities to stakeholders
  • Provide a high level of subject expertise in enterprise software implementation
  • Collect and monitor outcomes data reporting from selected solution

Required Qualifications for Appointment
Knowledge, Skills, and Capacity :
  • Prior experience with EHR implementation or conversion
  • Prior experience project managing enterprise software
  • Deep knowledge of health IT clinical data standards and interoperability
  • Extremely organized and able to track input from an extensive list of stakeholders

Education and Experience
  • Education: Such as may have been gained through: Possession of a Bachelor’s degree from a college of recognized standing with specialization in a relevant field of Information Technology, Project Management, Healthcare Administration, a licensed health profession, or a closely related field; and
  • Experience: Such as may have been gained through considerable employment in a professional position with responsibilities related to information technology implementation, particularly in a healthcare setting.
  • Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
