Job Description:
To work with agencies and/or organizations to strengthen cross-system collaboration and implement integrated business solutions within an integrated system; to be responsible for several project developments simultaneously; to perform planning, coordination, stakeholder communication, risk management and monitoring/reporting functions throughout the software development life cycle (SDLC); and to do related work as required.
Supervision Received:
Works under the general direction of an agency program lead or a consortium with considerable latitude for the exercise of initiative and independent judgement; assignments are subject to review for results obtained in adherence to established policies and procedures.

- To work with State agencies and/or organizations to strengthen cross-system collaboration and implement integrated business solutions within an integrated system.
- To be responsible for special project development authorized and delegated by an agency program lead.
- To perform research and analysis on various issues affecting stakeholders of health and human service programs and solutions.
- To serve in a highly responsible communications capacity representing a number of stakeholders in their contact with vendors and business partners.
- To perform complex program analysis and evaluation of departmental services.
- To resolve issues and to prepare reports on complex issues for consideration and decision by the agency business and program leads.
- To be responsible for developing and maintaining a continuous coordinated effort in liaison with vendors and business partners.
- To keep agency program leads informed of decisions and recommendations on system, programs, and policy issues.
- To make frequent contact with business subject matter experts relative to decisions and recommendations on system, program, and policy issues.
- To do related work as required.
Required Skills:
- A thorough knowledge of the principles, practices and techniques of project management related to developing interdepartmental programs and services within complex system applications;
- A thorough knowledge of the planning, requirement analysis, design, development, testing, deployment, and maintenance phases of the SDLC and the ability to apply them within a large-scale integrated health and human service system
- The ability to research and prepare reports, process flows, business requirements and recommendations for dissemination
- A thorough knowledge of, and the ability to, evaluate the operational and system impact of stakeholders and to understand their demands and needs for information about the department's programs and objectives
- The ability to communicate effectively with a variety of stakeholders
- Related capacities and abilities.
Education and Experience:
- Education: Such as may have been gained through possession of a bachelor’s degree in Computer Science, Public Administration, Business Administration or a related field.
- Experience: Such as may have been gained through considerable employment in a highly responsible position involving responsibility for the planning, coordination, stakeholder communication, risk management and monitoring/reporting functions throughout the software development life cycle.
- Or any combination of education and experience that shall be substantially equivalent to the above education and experience.
