Position Overview:

The client is hiring an Experience Design and Research Lead to help lead our eProcurement Transformation Initiative (EPIC) to reimagine how the state finds vendors, manages contracts, makes purchases, and ensures public money is spent fairly and responsibly. This role will help drive a more people-centered, transparent, data-driven, and continuously evolving procurement platform that serves state agencies, vendors, local governments, and the public. This is not a conventional software replacement effort. The client is not simply looking to buy a static, onesize-fits-all product and adapt its work to fit the system. EPIC is focused on building a fit-for-purpose procurement ecosystem - one that may combine configurable platforms, custom capabilities, integrations, data services, and modern engineering practices - to create a solution designed around how our people actually work. The future platform is expected to streamline procurement workflows, improve internal and external constituent experiences and outcomes, improve integration and reporting, support Commonwealth procurement requirements, strengthen transparency and trust, and provide a flexible foundation for long-term modernization.

Position Overview
  • We are seeking a highly motivated, organized, and strategic Technical Solution Architect to support the eProcurement System Replacement Project Team - EPIC.
  • The ideal candidate is energized by large-scale people centered digitally enabled transformation and excited by the opportunity to help build and delivery something that does not yet fully exist.
  • They are comfortable moving between strategic vision and implementation detail and are relentlessly focused on delivering better service experiences and outcomes.
  • In this role, you’ll: provide technical leadership across the project, helping translate business and user experience goals into secure, scalable, flexible, and sustainable solution designs.
  • The Technical Solution Architect will collaborate with business, technical, data, security, experience design and research, product management, end users, and vendor teams to guide the development of a modern public service platform that improves how procurement works across Massachusetts.

Assignment Type and Location
This is a full-time contractor role supporting the Agency's eProcurement System Replacement Project - EPIC. This is not a employee appointment.

The work schedule for this position is Monday through Friday, 9:00 AM to 5:00 PM Eastern Time, in a flexible hybrid remote arrangement. Candidates must be able to work onsite when requested by the EPIC project team, including attending executive meetings, mandatory project meetings, required training, and other project activities that require in-person participation.

Role Responsibilities
  • Help shape and maintain solution architecture guidance across applications, integration, data, security, reporting, analytics, cloud, and operational components.
  • Translate business outcomes and user needs into practical technical architectural options, technical guidance, and implementation decisions.
  • Ensure that technical solution architectures are aligned with the desired experience and business vision and architecture, enable constituent/agency objectives and outcomes, and are performant, scalable, and extensible/flexible.
  • Collaborate with experience architects and product managers to formulate and adapt technical strategies, architectures, and roadmaps to support iterative, agile, people centered product development.
  • Review vendor solution architecture, technical design, development, and migration deliverables for alignment with the product/project strategies, roadmap, and outcomes, Commonwealth standards, security requirements, accessibility expectations, and implementation feasibility.
  • Partner with agencies, product, experience design, business, data, security, accessibility, legal, and vendor teams to resolve technical design decisions and ensure the solution remains aligned with the client's long-term vision, standards, and best practices.
  • Advice on the balance of configurable product capabilities, custom development, integration services, data architecture, and modular platform components needed to deliver the EPIC vision.
  • Collaborate hands on as needed with internal teams and vendors to solve technical challenges including working on technical prototypes and proofs of concepts.
  • Support phased-release planning by identifying dependencies, technical constraints, architectural risks, transition needs, and opportunities for incremental value delivery.
  • Guide integration planning with legacy systems, the client's accounting and financial systems, vendor sales reporting systems, identity/access management, reporting platforms, and other relevant systems.
  • Support legacy-system migration planning, including data mapping, data cleansing, data transformation, document migration, cutover planning, and validation approaches.
  • Promote consistent documentation, architecture decision records, peer review, quality practices automated testing, security-by-design, and maintainable solution patterns.
  • Evaluate AI-enabled, automation, analytics, and development capabilities approved through project governance, privacy, security, accessibility, and applicable legal review.
  • Help the project team understand technical tradeoffs, communicate architecture decisions clearly, and make choices that support long-term flexibility, maintainability, and value.

Minimum Qualifications
  • Eight or more years of experience in IT delivery, systems implementation, software engineering, enterprise technology, or technology architecture.
  • Five or more years as a technical solution architect, enterprise architect, technical lead, engineering lead, or similar role on complex enterprise systems.
  • Five or more years’ experience working with cross-functional product teams applying an iterative, agile, people-centered product design and development approach.
  • Experience translating business goals, user needs, and policy or operational requirements into practical architecture and technical guidance.
  • Experience with cloud-based enterprise applications, modern integration approaches, APIs, data migration, security controls, accessibility considerations, and phased implementation.
  • Experience reviewing vendor technical designs, development approaches, and implementation deliverables for feasibility, quality, security, maintainability, and alignment with business outcomes.
  • Experience using or evaluating generative AI or AI-assisted tools to support requirements analysis, design review, documentation, development practices, testing, code review, data migration, or technical quality assurance.
  • Strong written, verbal, facilitation, analytical, and stakeholder-management skills.
  • Ability to work across business and technical teams, communicate tradeoffs clearly, and build alignment in a complex project environment.

Preferred Qualifications
  • Experience with public-sector, procurement, ERP, financial, grants, licensing, permitting, benefits, or other workflow-heavy enterprise platforms.
  • Experience helping organizations modernize from legacy systems to cloud-based or modular platforms.
  • Experience with data mapping, data cleansing, data governance, reporting, analytics, and migration to modern platforms.
  • Familiarity with FedRAMP, NIST, client security requirements, privacy controls, accessibility, records retention, and public-sector governance.
  • Experience with Agile or hybrid delivery models, phased rollouts, test strategy, automated testing, performance testing, operational readiness, and transition planning.
  • Experience evaluating AI-enabled capabilities, automation, analytics, reporting, search, or decision-support features in a governed enterprise environment.
  • Experience designing or guiding systems that must serve multiple user communities, including internal operators, external business users, oversight users, and the public.
  • Ability to challenge conventional approaches constructively and identify opportunities to build amore flexible, intuitive, and sustainable solution.
