Job Description:
Our client is replacing the existing HR legacy system by implementing the Workday product. Implementing Workday will include not only the replacement of the existing HR system but also the integration into the client's enterprise data warehouse for analytics and reporting needs. A Workday implementation will have significant organizational change impacts. This will require dedicated, targeted and focused attention to timely and clear communications across the entire organization. The project team to support Workday solution implementation, communications, and integrations are in place. The implementation of Workday will be done with the support of an outside Vendor that brings product and implementation expertise to the team. The Senior Project Manager is expected to manage all components necessary to execute a successful implementation and rollout of the Workday product within Maine’s governmental offices. This role will be required to lead collaborative planning, communications, and risk management processes with the Vendor and the various lead roles already in place. To ensure success, this Senior Project Manager role will partner closely with Executives and Managers from all areas of Maine IT and with the Human Resources team.
Responsibilities:
Team Collaboration
- Coordinate and facilitate technology-driven requirements and conceptual design planning
- Working with assigned Sponsor and core team to ensure project resource plan is clear, complete, and achievable; communication plan is complete and accepted; schedule is clear and reasonable
- Ensure Vendor responsibilities are clear and those responsibilities are achieved on time and with the expected quality
Project Management
- Core project monitoring and controlling tools are in place: scope management, detailed schedule, communication plan, risk management plan
- Perform resource planning based on scope; work within a matrix management environment
- High level of rigor to clear potential impacts to project milestones
- Ensure project’s progress, status, and challenges are communicated to a broad audience in concise manner, on a recurring basis
Leadership
- Lead the project team through fact-based processes to support good decision-making
- Courage to challenge issues and roadblocks; confidence to challenge assumptions
- Commitment to ensuring core team and sponsorship know where the project is going and why
- Drive resolution efforts to remove barriers
Technical acumen
- Possess experience needed to participate/contribute in highly technical discussions
General
- Accountable for the approval and sign-off of the project plan
- Accountable for management of scope for the project and gaining agreement and approval of scope changes
- Build and maintain relationships with key stakeholders and customer representatives
- Direct work planning and scheduling design work
- Manage, and track the project progress against the project plan
- Serve as the primary point of contact for all project-related issues and resolution of issues
- Coordinate and present proposals to Stakeholders as necessary
- Identify and manage program risk and develops risk mitigation strategies, track to closure
- Ensure team leads adjust and revise estimates when necessary
- Anticipate issues and proactively address them. Resolve conflicts with sensitivity and tact.
- Coordinate the establishment of project standards and project specific procedures with team leads
- Responsible for project compliance with standards and procedures
- Responsible for the capture and reporting of required project management metrics
- Responsible to tailor and baseline all project templates
- Develop and facilitate achievement of project service commitments and performance metrics
- Ensure that tasks provide value and support the strategic direction of the project and meet service commitments
- Accountable for the final project management evaluation review with stakeholders for approval upon project completion

Skills & Experience:
- Project Management; Expert, 10+yrs.
- Experience in SOM organization’s core technology infrastructure concepts and constructs
- Prior experience working within Maine’s government organization
- Experience in managing team members that are onsite and offsite
- Expert in scope, schedule, risk, and communication management processes
- Ability to manage a cross-functional project team
- Vendor management experience
- Strict discipline to assess, monitor, and control project risks
- Strong planning skills; able to create detailed schedule, monitor and drive progress against the schedule
- Excellent verbal and written communication skills
- Experience gathering level of effort data as related to scope of project
- Experience in developing all required assets to execute a project plan: Scope & Schedule Mgmt plan, Risk Mgmt plan, Resource plan, Communication plan
- Strong facilitation skills
- Highly organized and problem-solver
- Proficient in MS Project, MS Excel, Word, PowerPoint, Visio, SharePoint, MS Teams, Smart Sheets, JIRA
