Position Overview

This position will support implementation of Section 5121 of the Consolidated Appropriations Act of 2023. It is funded by the federal Centers for Medicaid & Medicaid Services under the CMS “State Grants to Promote Continuity of Care Following Incarceration.”

Responsibilities

  • Ensure appropriate integration between Medicaid data systems and the data systems.
  • Analysis and coordination for system modifications as well as substantial collaboration with staff on both the Systems and Policy teams; the vendors for the state’s Medicaid Management Information System (MMIS) and integrated eligibility system (known as RIBridges); and with corresponding staff and contractors.
  • Manage projects to modify MMIS and RIBridges to comply with Section 5121 of the Consolidated Appropriations Act of 2023.

Requirements
  • The ability to understand, interpret, articulate, and correctly apply complex policies and procedures
  • Experience with organization change management
  • Experience working on multi-vendor projects
  • Excellent written and verbal communication skills
  • Strong organizational skills, with an ability to multi-task and prioritize effectively under deadlines
  • Demonstrated application of the System Development Lifecycle principles

Preferred Skills
  • Knowledge of Medicaid claims, eligibility, and enrollment policies.
  • Knowledge of applicable Federal and State laws, rules, and regulations
  • Experience with Project Management tools and techniques
  • Experience with User Acceptance Testing (UAT) principles
  • Experience with IT issue resolution and risk management
  • Ability to develop strong business cases with supporting documentation, including wireframes, process maps and other design tools
